Complaint: Man Used GPS Tracker To Terrorize Estranged Wife

MINNEAPOLIS (WCCO) — A Farmington man faces several criminal charges for allegedly terrorizing his estranged wife, who is in the process of divorcing him.

The Dakota County Attorney’s Office says Marcus Raymond McGibbon, 34, is charged with stalking him wife and violating a restraining order against him.

McGibbon is also charged with three counts of methamphetamine possession, and a count each of possessing a sawed-off shotgun and committing a crime while wearing a bullet-proof vest.

The criminal complaint says McGibbon’s wife reached out to Farmington police last September to report his threatening and unpredictable behavior.

She told authorities she was trying to divorce him due to domestic violence, his drug use and weapons possession.

McGibbon’s wife waived an initial restraining order she filed against him in order to work out custody arrangements for the couple’s daughter.

But she said she filed for another restraining order after McGibbon started showing up unexpectedly where she was. She then found a GPS device hidden in the wheel well of her car — something he had done once earlier in their marriage.

He was also accused by his wife of sending text messages that contained veiled threats to her and their daughter.

The wife was granted another restraining order in early October, which prevented McGibbon from contact with her and their daughter for two years. McGibbon was seen by deputies in the parking lot of the courthouse on that day, but he never left his car.

When deputies went to his residence to serve the order, they say McGibbon briefly fled into the woods. McGibbon took to Facebook soon after, posting, “Since when did it take 4 deputies to come serve me with court paperwork? I don’t know if I should be offended or take it as a compliment.”

His wife reported to police the very next day that he showed up to where she was shopping and eating. She then found another GPS tracker attached to her car. Two days after that, she saw him parked down the street from her home and called authorities.

Police arrested him without incident, but on the way to jail he requested a padded cell and said he was suicidal.

Investigators found items such as a wig, a black face mask, pepper spray, a knife, a Kevlar vest, binoculars, a video camera, tripod and Gorilla Tape — which matched the tape used to attach GPS trackers to her car.

Footage found on the video camera included parents and children leaving his daughter’s birthday party at a local school, and footage of the outside of his wife’s home. In the latter video, a man’s voice can be heard saying, “I’m not stalking, I’m researching, documenting,” and, “I’d f—ing kill them all if I could. Kill every one of them.”

More than two grams of meth was found in his car, and several pills and meth pipes were found in his home. Several weapons were also seized, including an illegal shotgun.

McGibbon later admitted to investigators that the guns and drugs were all his, and he was responsible for placing GPS devices on her vehicle.

He could face up to 35 years in prison if convicted on all counts.

MINNEAPOLIS (WCCO) — Two women from the Twin Cities are accused of being involved in the possession and sale of methamphetamine in Little Falls, according to charges filed Monday in Morrison County Court.

Sara Harrison, 28 of Minneapolis, was charged with one count of second-degree possession of a controlled substance in the case. Jamie Tapia-Morrow, 30 of Brooklyn Park, was charged with first-degree sale of a controlled substance in the case.

According to the charges, officers with the Central Minnesota Violent Offender Task Force assisted the Bureau of Criminal Apprehension after it was learned a woman identified as Tapi-Morrow would be selling methamphetamine to a confidential informant. An investigation showed she would be meeting the informant for the sale at a Walmart in Little Falls. Officers later learned the purchase would actually take place at a Holiday gas station on the east side of the city.

The informant confirmed with officers that they had purchased methamphetamine from Tapia-Morrow.

The complaint states during the purchase, another woman entered and exited the suspect vehicle with five children.

Harrison admitted to police that she was in possession of methamphetamine and that it was in her vagina. A female correctional officer did a search and recovered the bag. It tested positive for about 14.4 grams of methamphetamine. An investigation showed the drugs sold to the informant tested positive for methamphetamine and weighed about 27.3 grams.

If convicted, Tapia-Morrow faces up to 30 years in prison and a $1,000,000 fine. Harrison faces up to 25 years in prison and a $500,000 fine.

MINNEAPOLIS (WCCO) – Authorities in southern Minnesota are warning anyone who might be involved in spring roadside cleaning to be careful when picking up suspicious pop or sports drink bottles.

The Dodge County Sheriff’s Office says individuals will manufacture methamphetamine in what is called a “shake and bake” method. Once the meth is made, the pop or sports drink bottles often get thrown into roadside ditches.

Authorities say if anyone doing roadside clean-up finds one of these bottles and opens it, oxygen can be introduced to the chemicals and the bottles can blow up, leading to serious injury or even death.

Anyone who comes across these bottles should not touch it and call law enforcement immediately.

MINNEAPOLIS (WCCO) – Authorities say a 51-year-old Superior, Wis., man who went missing in mid-October was evading authorities after a copper theft in Proctor and later died of a methamphetamine overdose.

The St. Louis County Sheriff’s Office said Jack Allen Cotrell was reported missing on Oct. 16, and hadn’t been seen since Oct. 1. Family and friends had been notified that he was possibly involved with a copper wire theft from the Canadian National Railyard in Proctor.

An investigation shows the St. Louis County Sheriff’s Office responded to a 911 call just before midnight on Oct. 1 after a railyard worker observed trespassers, and there was evidence of a copper theft. Cotrell was identified, as well as three accomplices.

Authorities were notified on Oct. 24 that a body had been found just outside of Proctor near the Canadian National Railyard. It was positively identified as Cotrell. He was found dead on Oct. 24 in a narrow creek not far from the railyard.

A preliminary autopsy showed his death was the result of drowning, but toxicology results indicate Cotrell died of accidental methamphetamine toxicity. Authorities say it’s believed Cotrell was crossing a swamp to evade authorities after being spotted by railyard employees.

MINNEAPOLIS (AP) — Federal prosecutors allege a 25-year-old Minnesota mother of two is the leader of one of the biggest methamphetamine trafficking cells state has ever seen.

Attorney Gary Wolf tells The Star Tribune that his client Macrina Perez is “adamant about fighting” the allegations. Wolf has successfully lobbied against federal detention and Perez may get early release under GPS monitoring while she awaits trial.

Prosecutors fear she may escape prosecution if she’s released.

Wolf says Perez was arrested in April at the U.S.-Mexico border during a shopping trip. She was charged nearly two years ago in a sealed indictment that used information from several informants whose identities are protected by the government.

The charges are linked to a May 2016 raid of a Brooklyn Center house where authorities found 140 pounds of meth.

Dale Preston Of McGregor Faces Assault, Drug Charges After Toddler Son Shot In Eye With BB

MINNEAPOLIS (WCCO) — McGregor resident Dale Vernon Preston faces multiple assault, child endangerment and drug charges in connection to an incident where his toddler son was shot in the eye by a pellet gun.

The criminal complaint says the 2-year-old victim was brought to Riverwood Healthcare Center by his mother Monday evening. An Aitkin County Sheriff’s deputy was at the hospital, and observed that the crying boy had extreme swelling in his right eye that prevented him from seeing. The boy and his mother were later airlifted to M Health University of Minnesota Masonic Children’s Hospital in Minneapolis.

The boy’s mother told the deputy that her son was in the care of his father, 38-year-old Preston, at the time of the injury. She said Preston told her that neighbor kids were playing outside their home with a pellet gun, and one of the pellets ricocheted and struck the boy in the eye.

The deputy went to Preston’s home on Tuesday evening, but no one answered the door, despite the fact that a vehicle was in the driveway. The deputy spoke to a neighbor directly across from Preston’s home on Wednesday, who said her children are not allowed to interact with the family after Preston gave them a pellet gun, which she said was later destroyed.

Dale Preston (credit: Aitkin Co. Sheriff’s Office)

The deputy, parked outside Preston’s home, made phone contact with him later that day. As they were talking, the deputy saw Preston drive by. As the call continued, Preston told the deputy he saw three young boys shooting cans with a pellet gun near his fence line, and then heard his son start crying. Preston said he found his son bleeding from the eye. He then called the boy’s mother to come home from work.

Preston soon admitted to the deputy that he and the boy’s mother were both at home the previous night when he came to the door, and he also admitted to giving the neighbor boys a pellet gun. He then denied owning a pellet gun himself, and denied having one in the home.

The deputy looked at the property and couldn’t find any footprints in the snow or cans in the area where Preston said he observed the boys shooting the pellet gun.

A search warrant was executed at the home Wednesday, where investigators observed rotting food and garbage, animal feces, fruit flies and other insects inside. They also found a pellet gun between Preston’s mattress and box spring. He told investigators he didn’t know the weapon was there, and he thought it had burned in a shed fire.

Investigators also found a hypodermic needle and a plastic baggy that contained traces of methamphetamine in a bathroom vanity, which was easily accessible to the child. Preston told investigators that “he thought he had thrown everything away after his previous drug arrest.”

Preston was arrested and taken to Aitkin County Jail. He was charged Friday with two counts of felony third-degree assault, two counts of felony child endangerment, a misdemeanor count of domestic assault, and three drug charges that ranged in severity from gross misdemeanor to felony. He could face up to 26 years in prison if convicted.

Investigators say the pellet did not hit the boy’s actual eye, but instead was lodged under his eyebrow.

Two days later, the task force arrested Paniagua and Lopez, and recovered 15.4 pounds of meth. The meth was found in the trunk of Lopez’s car, in vacuum-sealed bags. Del Real ran from the scene before he could be apprehended.

All five have been charged with one count of conspiracy to distribute meth. Del Real, Lopez, and Paniagua have additionally been charged with one count of possession with the intent to distribute meth.

MINNEAPOLIS (WCCO) — An Apple Valley man has been charged in a drug bust this week that involved large amounts of methamphetamine, cocaine, and fentanyl.

Alphonse Latrese Herron Jr., 34, faces three first-degree counts of aggravated controlled substance crime.

The Minnesota Bureau of Criminal Apprehension says that investigators arranged for Herron to sell five pounds of meth to an undercover agent. Investigators observed Herron going to a storage facility after making the arrangement.

After Herron made the deal with the agent, he was stopped by the Minnesota State Patrol. His vehicle, home and the storage unit were searched.

In the storage unit, investigators located a safe that was found to contain about one pound of suspected cocaine, nine points of methamphetamine, three pounds of fentanyl, over 6,000 pills suspected to contain fentanyl, a handgun and about $140,000 in cash.

According to the Dakota County Attorney’s Office, Herron admitted to selling meth, saying that he gets it from California.

“This was one of the largest seizures of illegal drugs in Dakota County’s history,” Dakota County Attorney James Backstrom said. “We believe this is part of a large illegal drug smuggling operation from California. This seizure demonstrates the continuing problem of methamphetamine and fentanyl use in our community. Illegal drug use and distribution endangers public safety and all too often claims lives.”

Bail has been set at $1 million without conditions. However, as the Department of Corrections has a hold on Herron due to a 2017 conviction, even if he posted bail he would return to prison.

His next court appearance is scheduled for March 10.
